March 2019 Chairman’s Notes
NEW MEMBERS
We would like to welcome all our new members to the SCRC! We are pleased to have you as part of the SCRC family and are looking forward working together to promote the conservative ideals that we all stand for!
RENEWING MEMBERSHIP THIS MEETING
I know that it feels like we just did this, but it has actually been year! Dues and new membership forms of the SCRC are due at the beginning of the meeting this month. You can pay online, or bring your dues to the meeting on Monday in the form of cash or check.
According to the SCRC bylaws, if you paid after January, but before March, then you only have to pay $20. In addition, the Bylaws state that if payment is not received at the beginning of the meeting, then you will be not able to vote until said payment is received. However, this does not remove you as a member. Rather, once payment is received, your right to vote is automatically restored.
I have also attached a new membership form to the email. If you prefer (or forget your form) we will have blank ones at the meeting for you to complete. Unfortunately, even if you just completed the form, you will have to complete a new one to reflect the 2019-2020 membership year.
If anyone has any questions at all, please feel free to contact me either my email or phone at (312) 213-0318.
PRIMARY PAPERWORK

February 2019 Chairman’s Notes
NEW MEMBERS
I would like to welcome all our new members to the SCRC! We are pleased to have you as part of the SCRC family and are looking forward working together to promote the conservative ideals that we all stand for!
METHOD OF NOMINATION FOR STAFFORD COUNTY RACES
My Chair Notes will be focusing primarily on the Method of Nominations for our local offices. All methods of nomination must be submitted to the State board of Elections by no later than February 26, 2019, so we must choose our methods of nomination at our February meeting. If you are unable to attend, GET A PROXY. If you need help obtaining a proxy, please let me know and I will help you.
Below is a background of the process and method options that we will be considering at the February meeting.
We have several local seats up for election in November 2019. They are:
- Commonwealth Attorney (currently held by Eric Olsen, Republican)
- Commissioner of Revenue (currently held by Scott Mayauski, Republican)
- Sheriff, (currently held by David Decatur, Republican)
- Treasurer (currently held by Laura Rudy, Republican)
- Board of Supervisors, George Washington District (currently held by Tom Coen, Independent)
- Board of Supervisors, Griffis-Widewater District (currently held by Jack Cavalier, Republican)
- Board of Supervisors, Rock Hill District (currently held by Wendy Maurer, Republican)
There will also be races for the Virginia Senate and the House of Delegates on the November 2019 ballot, but those methods of nomination are governed by the Legislative District Committees and have already been decided. We are only focused on our Stafford County local races.
Please note that School Board elections are nonpartisan, so, these seats will only appear on the November 2019 ballot. However, candidates for the School Board will have the opportunity to seek the endorsement of the SCRC. This is a different process and will be discussed at the March meeting in greater detail.
The November ballot will include, presumably, at least a Republican and Democrat candidate. The method of nomination that we will be voting on will determine how we pick our Republican candidates, but only if more than one person seeks the republican nomination for the November ballot.
There are four (4) choices of method of nomination:
- Primary: is open to all registered voters and is conducted by the Virginia Department of Elections. The Code of Virginia defines the notice, filing requirements, deadlines and other procedures for holding a primary. Candidates appear on the June Primary Ballot in Stafford County. Voters are able to vote in the Primary from 6am-7pm on Election Day. SCRC is not responsible for paying, organizing, advertising or conducting the Primary. NOTE: In 2015, all Stafford County local office races chose primaries as the method of nomination.
- Convention: is a public assembly of delegates chosen specially as representatives of a constituent unit, or group, to act for the entire group. Voting at a convention is weighted according to a pre-determined formula specified in the call. The SCRC would be responsible for paying, organizing, advertising and conducting the Convention.
- Party Canvass: (also known as a “firehouse primary”) operates much like a primary, but is conducted by the appropriate Unit or Legislative District Committee of the Party. Canvasses are held on a certain date in one or more locations for a period of several hours. Republican voters cast their ballots during the canvass, and the votes are tallied following the close of the canvass. While a mass meeting or convention may have more than one round of voting, at a party canvass voters vote only once and a nomination or election may be decided by a plurality. The SCRC would be responsible for paying, organizing, advertising and conducting the Party Canvass.
- Mass Meeting: is a public assembly of an unorganized group, usually voters of an election district or unit, to transact certain business as defined in the call of the Mass Meeting. Republican voters who attend the meeting cast their votes during simultaneous balloting at a particular time (unlike a primary or canvass, where voting takes place over a period of several hours). Unlike a Convention, there is no weighted voting. The SCRC would be responsible for paying, organizing, advertising and conducting the Mass Meeting.
VOTING IN NEW MEMBERS
Several people have shown an interest in joining our SCRC, either by email or in person at our last meeting. Below is a list of the individuals that I have received membership applications from thus far. If your name is not on the list, and you think it should be, please send me an email. If you still have not completed the membership form, please do it soon. I cannot take new application forms right before or during the meeting. Please make sure to bring the dues if you have not already submitted them. No membership application can be voted on by the SCRC without receipt. Thank you!
SOCIAL TIME BEFORE THE MEETING
First, let me thank DANA BROWN for providing the goodies and the drinks for the January 2019 meeting. I forgot to thank her at the meeting. We appreciate her efforts in preparing our treats!
If anyone would like to provide something for the February meeting, please let me know.

January 2019 Chairman’s Notes
HAPPY NEW YEAR!!!!!
New year…new beginnings… 2019 is going to be an exciting and busy year for the Republican Party, especially locally. While we are all members of one group, we must remember and respect that we are all individuals with our own preferences and ideas. This will be more apparent now as the candidate season fast approaches.
I agree with our Commander in Chief, when he said:
“We must speak our minds openly, debate our disagreements honestly, but always pursue solidarity.” – Donald Trump
Additionally, let’s not lose sight on what our common ground is and why we elected Donald Trump to be our President of the United States of America in the first place:
“We will make America strong again. We will make America proud again. We will make America safe again. And we will make America great again.” – Donald Trump
We are well on our way toward this goal, but 2018 was a mixed bag for the Republican Party. Stafford County is rapidly changing. What worked in the not so far past to elect conservatives is not going to work anymore. We must work together and come up with new ways to invigorate the base and get conservatives to the polls.
President Trump really sums up what our theme should be for the year:
“I try to learn from the past, but I plan for the future by focusing exclusively on the present. That’s where the fun is.” – Donald Trump
The January Business Meeting is an important one for us and we have much to cover. Due to the holidays, we have missed quorum by a few votes for the October and December meetings. So, if you cannot make the meeting, please let me know and get a proxy.
Election of New Members
I have received many applications for membership. The name of the individuals who, thus far, are seeking membership to the SCRC are listed on the Agenda. Please note that we will be voting in each potential member individually.
NOTE TO APPLICANTS TO OUR COMMITTEE: it is strongly encouraged that you show up to our meeting on January 14th if you can. While it is not required for you to be present, this allows our membership to meet you and ask questions if the need arises. If you are unable to make the meeting, please let me know.
Committee Elections
In addition to the Treasurer and the Magisterial Chair elections, we will now need to elect a Secretary. Heather Flynn has resigned her post due to a new job that conflicts with our meeting time. We wish her success in her new endeavors.
If anyone has an interest or is willing to step up to the post of Secretary, please let me know. This is an important position. Plus, I’m sure Tony DeTora will sincerely appreciate it!
School Board
I have included on the Agenda the Stafford County School Board’s Revised Proposed New Policy #2420, which is the Gendered Identity and Expression policy amendment proposal. I sent out a separate email with the upcoming dates, regarding this important issue, this past weekend. We will be discussing in our meeting what role the SCRC wants to have with respect to the proposed policy. It is worthy to note that the policy that passes, if any, will be the first in the entire Commonwealth of Virginia.
This matter is next up on the School Board’s Agenda as an information Item tomorrow, January 8, 2019 at 7:00pm. The School Board address is: 31 Stafford Ave, Stafford, VA 22554
Social Time Before the Meeting
As of now, we do not have anyone signed up to provide snacks or drinks for the January meeting. If anyone who has not yet volunteered wishes to help out, please let me know.
Looking forward to seeing everyone next Monday!
Yours in Liberty, yours in Freedom,
Adela C. Bertoldi
Chairman
As everyone knows, our regularly scheduled meeting of January 14, 2019 was cancelled due to inclement weather. It is important that we have a January meeting. Therefore, I rescheduled it to JANUARY 24, 2019 AT 7:30PM, same location.
I am not going to repeat what previously stated in my Chairman Notes for the January 14, 2019 meeting. However, there are a few items that need to addressed:
MEMBERSHIP AND ATTENDANCE:
There needs to be clarification as to when members are removed from the membership Roll; and if/when public officials count towards quorum.
Members:
The SCRC bylaws states:
A member automatically loses his/her status as Member if absent three (3) consecutive meetings without representation by a person holding a proxy. Membership may be restored without additional membership application or payment of dues by a majority vote of the SCRC.
The term “meeting” does not require quorum. Therefore, if you miss 3 meetings where there has been notice to the membership, you will be automatically removed from the Membership Roll. What that means for our current membership is this: If you missed September and October (either in person or by proxy), and you miss the January 24, 2019 regular meeting, you will be removed from the roll for the February meeting. We did not have a November meeting, and since the primary function of the December meeting was to hold a Christmas party, we did not call roll when it appeared that we would not have quorum. HOWEVER, if you came in December, and missed September and October meetings, then that means that your attendance in December does not count in your favor either.
PLEASE NOTE: I will not be affirmatively reaching out to those who have missed the September and October meetings. If anyone has any questions regarding whether or not they may be removed from the Membership Roll for failing to appear at the January meeting, please reach out to me and I am happy to let you know.
Additionally, if anyone has any general questions regarding membership and attendance, please feel free to email me, but I will not be answering individual questions in piecemeal. Rather, I will address said questions to the membership at the meeting. You can also just ask any questions that you may have at the meeting.
Elected Officials & Endorsed Non-Partisan Elected Officials:
As to elected officials and whether they count towards quorum, here is the rule: Elected officials are automatically ex-officio members with full voting power without paying the membership fee or completion of a membership form (even though we are still willing to accept your checks…). Elected officials count towards quorum so long as they have not lost their voting rights. An elected official loses his/her voting rights by failing to attend 3 consecutive meeting either in person or by proxy. If an elected official does lose his/her voting rights, he/she remains on the Membership Roll, but does not count towards quorum and may not vote. An elected official may have his/her voting rights restored by the membership.
Per the SCRC Bylaws, non-partisan elected officials who have been endorsed by the SCRC, have non-voting ex-officio membership status. This means that they are part of the membership without voting rights and do not count towards quorum. For non-partisan elected officials to become voting members of the SCRC, they must complete the Membership Form, pay the membership dues and be voted in by the membership in the same manner as all others seeking membership.
Proxies:
If you cannot make the meeting, please make an effort to have someone attend as your proxy. For a proxy to be valid, you must have the form completed, naming the person holding your proxy, sign the form, and have it witnessed (not notarized). Additionally, said person MUST be someone who is a registered Stafford County voter and is NOT already a member of the SCRC. Being a registered voter needs to be verified. Therefore, if you intend on using a proxy for your vote, you can submit the name of the person to me via email so that I can verify their status. However, if I do not receive the name of the Proxy at least 24 hours before the meeting, I cannot guarantee that I will be able to verify their voting status before the meeting. Your proxy, can also confirm their voter status by simply bringing their voter ID card to the meeting. Please note that if you have already been previously determined to be a valid proxy, you will not need to reverify your status.
MEMBERSHIP APPLICATIONS:
There are many who have requested to join the SCRC, and the list is growing. I have included all the names of the individuals who have requested to join thus far. If I receive more applications before the meeting, I will be adding those names as well. However, I will not have sufficient time to vet any applications that are received within 24 hours of our meeting. Those applications will not be entertained until the February meeting.
Since there are so many new applications, we will be passing out a ballot with everyone’s name who is seeking membership. Said ballots will be passed out before we hold our discussions about each person. After every potential member is discussed, members will submit their ballot for tallying.
IMPORTANT NOTE: discussion of the new members has been moved up on the Agenda, this is ONLY to allow us time to tallying the votes and determine who has received sufficient votes to become a member of the SCRC. Said results will not be announced until the end of the meeting, and new members will not able to vote until the February meeting.
Additionally, there are some elected officials who currently do not possess voting rights. The membership will vote to restore those rights at the end of the meeting.
FEBRUARY REGULAR MEETING:
Lastly, we will still be holding our February meeting on February 11, 2019. Please note that at the February meeting we will be choosing the methods of nomination for our local races. Also, all the local offices will be voted on by the membership as a whole and not by Magisterial District, including the Board of Supervisors races.
Thank you all for your dedication to our committee. See you on Thursday.
Yours in Liberty, yours in Freedom,
Adela C. Bertoldi
Chairman
